It can permarun everything forever (as long as you have cap charges) or for 8:36 if you don't want to get into medium nos range (15km). With a damnation in gang and with low grade slaves you have 20‚200 armor with all your resists above 80%. It just fits with 0 cpu to spare, so its not very tweakable as far as using other variations of mods. The istab II and nano II are mostly there for agility, although the nano also helps with speed (using an overdrive instead of the nano gives you something like 83 more m/s only), speed is 1341 m/s without any rogues or claymore bonuses. With one or more guardians feeding you cap/repping you this thing would be a monster.
Edit: Also keep in mind that speed is not as critical as you might think. If you are getting swarmed, you are screwed anyways, but if its just one or two guys tackling you, keep in mind you can overload your web and get a range of 29.25km which should let you ditch any tackler on you other than an arazu/lachesis.
Edit2: Оvеrloading your mwd also gets you close to 2km/s without gang bonuses/rogues.
Edit3: Republic Fleet mwd will also get you a little more speed and better cap consumption‚ ѕo you don't nеed the medium nos to be cap stable. Also‚ thiѕ will bе the last edit
