So i managed to get a first version up and running here: http://lab.vdiplomacy.com/ (with alot of help of the admin of that testing site)

Register at that site and you can start eve games.

UPDATE: anyone that wish to help me balance test come join this game: http://lab.vdiplomacy.com/board.php?gameID=18 pass: pl

as you can see i fixed alot of things! but alot still remains to do...

if you find anything off please let me know.
