All We Do Is Win
I thought it was worth doing an evaluation of our past failings, our current strengths and how we can improve in the future.

A Great Year for the Legion
This time last year many outsiders and even many of you figured we were ripe for collapse. I was fairly confident this wouldn't happen because the core of PL has always been PvP, and no matter what anybody takes from us we still have the theorycrafting, dedicated pilots, and top of the line FC's to do what we love to do: own shit.

In the last year we've seen a new focus on tactics in PL, which I've been pleased to observe. Back in the day I always spent a lot of time theorycrafting new tactics, but we plateau'ed for a long time on the Long Range Hac and RR Geddon strategies, mainly because they worked, but also because game mechanics weren't very well suitable for a lot of the newer things we've been doing lately. We didn't invent armor hacs, but we certainly perfected it, and although Hellcats isn't really an outside of the box strategy, we've really taken it to the next level through perfect execution, meticulous fitting, and extensive theorycrafting. These are all great things to see, and as I'll discuss later, I want to continue to aggressively theorycraft new tactics to constantly stay a step ahead of the blob.

Оnе of the biggest changes for us this year‚ and probably one of the things that helped drive us collectively to a common goal was our leap into the Merc buisness. This business has been good to us so far, and given us entertaining objectives while getting to do what we love to do. I do intend to continue with the merc business, but given the current state of affairs I think we're going to have to raise our fees a bit.

Another interesting development that has slowly grown throughout the year is our ability to have multiple sub commanders taking control of various parts of the fleet. This was a rarity for us a year ago, where PL fleets typically consisted of FC and scout. Now we've got Head FC, multiple competent target callers, bomber FCs, logistics FCs, triage carrier FCs, scouts, probing fleet warpers, and supercap FCs all working together relatively seamlessly. This is something we need to continue to work on and fine tune, but I think long term it will put us miles ahead of the competition.

The concept of a "Campaign Commander" has been another big improvement in terms of high level organization. We need to expand and improve upon this concept, see below for more on that.

All in all, it's been a great year, but I intend to lay down a series of objectives in this SОTL which I think will guarantеe we stay at the top of the food chain for several years to come.

Looking to the Future
I think in order to decide what will be best for our future‚ it is important to look at the past. Today we find ourselves in a position very similar to what we had back in spring '08. We had lost a lot of members and isk in delve 2, and we crept into fountain with low expectations. Slowly we started taking over everything, and all we did was win. Much to our surprise, we ended up with the largest jewgold empire in eve... Membership surged, activity spiked, and everybody was pretty happy about being part of the Legion. We used those assets to fund delve 3 and along with Goons and various other entities we managed to finally push Kenzoku out of 0.0. Around this time we also won our first Alliance tourney. Everything was perfect...and then as we got fatter and fatter, we started to get bored. Because we'd crushed all the locals, and had a nearly limitless supply of cash, we started stockpiling backup dread and bs fleets to help protect our assets in fountain/outer ring/cloud ring, and aridia so that we could roam around to other parts of eve and still be back in time to protect our home if somebody invaded. This went very well, but with fewer and fewer concrete objectives and more political wrangling required to keep us in a position to defend our homeland, things started to get a little stale.

This caused a lot of active dudes to stop logging in. Worse still we started to lose the interest of several key FC's and logistics guys as well. When the invasion of fountain finally began we didn't have enough active FC's and the fc's we had were trying to win fights while vastly outnumbered without the use of any of the advanced tactics we have today. This would have been fine had we played it similarly to the way we have recently when faced with large blobs, but we started to develop a severe morale problem. Since we'd recruited so many pubbies and fair-weather friends...many in PL came to associate our Fountain empire with the alliance survival, and many more had forgotten what it felt like to lose anything of significance...or even to be the underdog.

So the scrappy, always outnumbered veterans molded by hard fighting in the early delve wars were diluted by people with much lower tolerance for adversity, and we crumbled. We also had morale issues derived from the fact that our jewgold empire was worth a fraction of what it once was after the nerf. All I'll say there is that we had prepared for over a year to defend fountain, and kill a ton of shit in the process, It was a shame to see us give up without putting up a serious effort. I tried to rally us for a final stand in y-2, but the servers had other plans, and we could not afford the losses CCP gave us that day.

Here's a summary of things I think we did wrong in fountain:
  • We spent too much isk on infrastructure, not leaving enough for high risk PvP.
  • We settled in a region that was too isolated from hostile targets, and set too many people blue, forcing us to travel all over eve to find targets while paying even more for logistics and backup fleets.
  • We took on a lot of new people who did not understand how to, or take pride in, fighting heavily outnumbered.
  • We reimbursed ships for so long that pilots became complacent and unwilling to risk anything of their own...so we were chained to the replacement program.
  • People forgot that epic fights were the goal, and focused on cost/risk numbers instead.
  • Shadoo went inactive, and we did not have the depth of leadership to survive without him.
  • We let fear of losing our infrastructure force us into political and diplomatic discussions which typically resulted in a loss of fun and/or targets.

So the question becomes: what are we going to do differently this time? I have given this some thought and come up with several guidelines which I feel are important to our continued success:
  • As an alliance we should not get into the supercap building business unless circumstances change significantly from what they are now. If there are people within PL that wish to try this, they should consult with me and do it as a private endeavor. I do not want to be tied down by a bunch of csaa's. If we want to do cap ship building, it should be done covertly somewhere else.
  • We should keep ship reimbursements to a bare minimum. Оnly whеn absolutely necessary‚ and focus on helping support ships more than the damage dealers.
  • We should keep looking for merc contracts, and if we find something worth at least 1 month's income in venal, we should seriously consider taking it...even selling off our moons first if need be.
  • If we have the opportunity to start taking stations in nearby regions, we should sell/ransom/extort people as much as possible. Get the isk, and get out.
  • We should keep taxes high, and not allow any single individual or corporation get too fat on the proceeds. We all work to maintain what we've got, and having any group benefit too much will create churn.
  • We must continue to train FC's, and distribute the FC load so that when 1-2 of our top guys go inactive, we don't crumble.
  • We should focus on keeping our blue list as short as possible, or when not on contract as close to zero as possible. Doing this indirectly boosts morale by giving everybody a little more pride in our work, knowing that we did it our way, and didn't need anybody to hold our hands.
  • We should SAVE SAVE SAVE. I want to have 1 trillion isk in the alliance wallet when we leave venal. That means not buying stupid shit for stupid people, and not coddling our members with constant reimbursements.

The last one is probably the biggest one. We blew a lot of isk in fountain, on shit that we didn't need. We must've invested 1.5 trillion isk on infrastructure during our stay, much of which was lost and didn't really pay for itself before we lost it. We should not let that happen again. I want to have enough isk in reserve to allow us to put it all on the line, much like we did in y-2, except this time we'll be able to bounce back immediately, regardless of the outcome...and hopefully the servers will support it.

Campaign Commanders
While reviewing what has changed in PL over the last year I've decided that this is one of the most important new roles that we need to continue to develop. This has been an informal role for over a year, but historically, if myself or Shadoo didn't step up to organize things on the strategic level...things didn't get done. When we started taking merc contracts I decided to make this an official role and try to find a Commander for every given campaign, and so far it has worked. The thing I want to make clear is that this individual need not be an FC, although having good relations with various FC's will be essential. Here are some of the roles that I think are key to this position:
  • Crafting long term strategy for a given campaign, including what systems/towers/locations are most important to defend/attack, as well as taking time to study local politics and morale to gauge decisions.
  • Posting op timers, or making sure FC's are doing it.
  • Finding FC's to run important ops.
  • Creating and maintaining spreadsheets/posts to track progress, or holdings whether it be systems/stations conquered or moons claimed.
  • Оvеrseeing negotiations with our employer if it be a merc contract.
  • Delegating any or even all of the above tasks to others to help limit the load‚ while maintaining high level control of the situation.
  • Consulting with myself/shadoo and other top FC's for ideas.

We've had a very loose set of goals up here in venal thus far so there hasn't been a real need for a commander yet. However, I'll be looking for somebody who has a vision of what we can do up here to either create more tears or earn more money and hopefully I can find a candidate to manage our activities for the next month or two. Fleet Tactics
As mentioned above, we've made great strides in this department over the last year, and I want to see more of this. Theorycrafters should keep working on new ideas and new fittings and post them whenever possible. Right now we have several tried and tested tactics that we know we can use under certain circumstances and perform well. Long Range Hacs are fairly outdated, but still have their place in certain situations. Armor hacs are still great against traditional BS blobs, and Hellcats seem to be the counter to just about everything at the moment.

We've begun some experiments with Shieldcats, and I think we need to invest some more time in this. We still don't know exactly how well they will hold up at close range, and I don't think we've thoroughly tested them against enemy bs fleets. Ultimately I think they will only be slightly superior to hellcats, and then only when we're not facing something like armor hacs. I really believe that Tengu fleets are the future. They have the same EHP as hellcats, they have sigs only slightly larger than armor hacs, and they have more range than hellcats, but slightly less than shieldcats. They also have the added benefit of getting shield reps at the start of cycle vs armor reps at the end. Right now our armor hacs are getting beaten by drake fleets because they don't have enough EHP, and our hellcats are getting alpha'd by large bs fleets because they don't have any sig radius protection, and no subcap has enough EHP to tank maelstrom blobs.

An Afterburning Tengu fleet (no, not oversized ab) will have the ability to warp on top of battleship fleets and own them in a similar style to armor hacs while having enough ehp to be resistant to things like drake fleets. It's really the best of both worlds, and desperately needs testing. I know these will require a lot of isk, and a lot of skillpoints that we may not have allocated at the moment, so I'm setting this as a long term goal. Lets try to deploy a Tengu Fleet by March 1st. Start training/saving. If you have no chance of getting into one by then, focus instead on either a basilisk, or a hictor or some other shield tanking support ship (read my shieldcat thread).

Moving on to Supercap tactics, I think we've proven that Titans are a win button against many of these blobs, but we need to do some more theorycrafting. How well do our motherships spider tank? Do we need to tweak our fits? How can we organize our remote ECM bursts for maximum effetiveness? When is it best to use drones, fighters, or fighterbombers? What kind of tactics will be the best when engaging another supercapital fleet? I think we have a lot of work to do in this area, and I'd like to see people start throwing out some ideas.

And lastly I wanted to mention bombers. WE NEED MОRE BOMBER FCs. Thеre is nothing that can turn the tide of a large battle as quickly as a great bomber FC with 2 squads of bombers. If you want to learn how to do this‚ please talk to myself, or Shadoo or one of our active bomber FCs, and I'll make sure we find you the training you need.

Alliance Wallet
Jael Koda has been the central location for all of PL isk forever. This has to change in part because she's in a Nyx and at times it is not safe to log her on, but primarily because her API is broken and nobody at CCP can figure out why....

So from now on, my other alt: Irishi Ka is the person you should send/receive alliance isk from, and also the person you should be sending bills to in game. Please do not use Jael for any correspondence at all, after next week I will stop reading her mail altogether. As usual, the full api of this character will be made available to all of the alliance leadership. If you think alliance isk is being managed improperly ask your ceo/directors to review the alliance wallet transactions. There are a ton of threads on this forum that refer to Jael Koda for monetary transactions, I will attempt to update them all over the next week, but if you see Jael Koda's name, assume it means Irishi Ka at the moment.

i checked the view logѕ and it was thе same ip used to view the sotl draft as it was to post the donation posts

what really confuses me is why he would leak our shit and call us fags while also asking for donations‚ and hoѕting thе k.com site under ander's control. it doesnt make sense but then again the ip logs dont really leave any room for doubt as to what happened

i was the one who gave the kugutsumen account access. i assumed mulla was going to be a cool dude since he has been from day one. but alex clomsaver is not mulla he's some anti pl guy that mulla used to/ still does talk to. unless hes been turned into a shell posting account i would have guessed that mulla was sharing accounts and alex just realized his account gained access. but the ip logs and secret sauce seems to prove that wrong.

my only guess right now is that he's posting shit to try to get more views/adclicks and he's not so clear on the rules about leaking sotl's‚ ѕincе he hasnt been particularly active in the past... years.

i am going to try to speak to mulla and get his side of the story what is going on. i'll post logs. please dont do anything too drastic since this isnt something worth burning bridges over. also dont speak about our countermeasures to him or any of his people‚ id rather get hiѕ sidе of the story without him knowing exactly what we know.

i haven't had use of the internet much at all this holiday season but i will make an effort to get in contact with him at least before new year's
