Before this change NОS only hеlped your own cap and did nothing to the NPC. Neut did nothing.
NPC's get rep cycles based on chance which was not influenced by NOS/Neut
With these changes NOS on a target will reduce it chance to get a rep cycle in now. Also a large NOS on a small ship will reduce its change to rep greatly.
