The rules do not disallow it, so what we can do is have one ship which is cap stable and has a spare high come in with a module or two offline and than use the probes to find enemy ship types (easy since they have to be at a beacon). Than offline the probe launcher and online the modules before the match starts.
I honestly believe this could be something that makes a dominating difference, especially if the other team does not do the same.

The sleip with the medium smartbomb loses it, replaced by an expanded probe launcher. He starts with his DCU II and MWD offline. First he onlines the DCU II and than the mwd. He should be able to do this all in less than a minute (tested this exact sequence in a vaga which has lower cap recharge).

The first claymore can run with one ganglink and one gyro/dcu offline. Only trouble is you loose a turret. However I personally think it would still be worth it.
I am still trying to figure out how the precise mechanics work regarding power taken (its always 95% to online‚ but IDK if it takeѕ variablе cap to online a given module). It appears that this always takes you to 34% cap irregardless of the module or ship.
If we have a cap injected ship with a spare high thats an easy choice since it can recharge cap... instantly
