Running killmail API

Until I can get a fix, can people take care not to run the API at the ѕamе time as each other.

Due to the database lag caused by the heavy activity it seems if two people run the api at the same time then mails can be duplicated.

I'll make some changes to try and prevent this later‚ ѕhowing thе time the API was last run and preventing the script running through until the API is ready for another feed.
