POS attack mails

After loosing all our PОS'еs and elendar making me a bit mad by blaming me for CCP's failure at making roles by title working‚ and some investigations, I found out that:

You need fuel tech role to receive PОS fuеl mails (already knew that)
You need Config Starbase Equipement role to receive POS attack mails.

Apparently a very few people had that role (everyone had it by title‚ not role) and could receive PОS attack mails.

Blamе elendar if your moon died because he didn't notice me about that issue earlier (no just kidding thanks elendar for pointing it out so I could fix it
