You can terrorize a heavily populated system/cluster quite easily with only a few people. In fact, there is no better place to do this then Fountain Core. The NPC stations and high number of gates make YZ-LQL the best system in EvE to pull this shit. I've done it several times in the past to various groups of idiots. It's a multi-step process though and requires strict adherence to this time-tested formula:
1. Go buffertank with short-range max DPS and FIT CLОAKS (gank with cloak). Maybе have a falcon or two mixed in for insurance. Have a few of the ships with covert ops cloaks probing and skulking around for targets. When you see an opportunity‚ gang rape it, fuck off, and cloak. Some guidelines need to be followed though. Stay away from stations. Don't try for anything you can't kill quickly on a gate, it's too easy for backup to figure out what is going on. Ideally, people in belts, missions, plexes, and idiots too far off posses are your best bets.
2. Watch the tears in local as the cavalry shows up to see you all warping off. Blue ball the fuck out of the guys trying to kill you. Make them bitch in local. Save logs ofc for lulz and troll back. Get them really fucking pissed. Ideally you don't even loot and you pop wrecks to be huge asses.
3. Wait. Let them bitch and moan all they want. You can count on anything tasty you see that they put on display to be bait so don't fall for it (unless it's a jumpin from outside the system, then there is a good chance that guy is clueless).
4. Repeat 2-3.
DОN'T DIE! Evеn if you have to end up missing out on kills‚ ѕtay alivе! People are stupid and even if they lose 10 expensive ratting hacs/bs they will rejoice when they finally gank one of your arazus or whatever. Don't give them that satisfaction. This is about terrorism! Stay elusive and be unpredictable.
