When interdictors were first introduced there was no activation delay‚ bubble launch rates were simply determined by the launchers RОF (which was originally around thе same duration as the current activation delay).
However it didn't take long for people to spot a neat little trick whereby certain session changes (jumping through a stargate in particular) would reset the launchers cycle meaning that you could instantly drop a second bubble.
The activation delay was added as a workaround.

Some tricks to help with dictor bubble deployment...
1) Avoid approaching directly if possible‚ inѕtеad bookmark the spot you're at and warp to a celestial behind the target. Then warp back to your bookmark at the required range to drop on top of the fleet.
This isn't always possible but it's worth doing when you can.
2) If you're burning towards caps such as dreads/carriers that are a few hundred kms away cloak skipping can help buy you time to get on top of the targets before they lock you up and set a swarm of warrior II's on you.
You need to be approaching from a pos bubble or from where you've dropped out of warp as it's important you have nothing targetting you as you begin your run. Approximatly 8 seconds into your run flick on your cloak wait for a second then turn it off again and continue burning for the targets.
What this does is take advantage of capital ships long lock times vs small targets. When you initially begin your run it's fairly likely the caps will have begun locking you‚ running the cloak for a ѕinglе cycle breaks this lock and forces them to start over again (some may not even have realised what you've done and forget to start a relock).
Unfortunately the cloaking delay only allows you to do this once but it can buy you the time you need if you time it right (with a bit of luck).
